03 - 10 JULY | KEEPING YOU INFORMED: RECENT ANNOUNCEMENTS BY THE ROYAL GOVERNMENT

With the COVID-19 situation continuing to impact Cambodia, EuroCham will be regularly disseminating the official announcements from the Royal Government to ensure our network is updated as efficiently as possible. 

Due to the significant number of incoming announcements, we are unable to translate these in full so please refer to our summaries below and the attached official notices in Khmer.

Official Announcements: 03 - 10 July

1. Phnom Penh Capital Administration Notification on Reopening of Clubs and KTVs in Phnom Penh by Transforming into Restaurants

On 7 July, the Phnom Penh Capital Administration issued notification no. 065/20 to inform that the Capital Administration permits clubs and KTV business owners to reopen by transforming into restaurants.  

However, the owners must:  

  1. Request a business permission letter from the Phnom Penh One Window Service 
  2. Maintain the Ministry of Health’s measures against the spread of COVID-19 and safety measures from the Ministry of Tourism.  

2. Ministry of Education, Youth and Sport Letter on Permitting End of Year Examinations  

On 6 July, the Ministry of Education, Youth and Sport issued letter no. 2852 to the directors of public higher educational institutions to inform that the Ministry permits the organising of end of year examinations by arranging only 15 to 20 persons per room and following health protective measures by the Ministry of Health and the World Health Organisation. Public higher educational institutions shall submit a request to conduct examinations to the Ministry. 

3. Royal Government Sub-decree on Establishment of the Techo Startup Center as a Public Administrative Institution  

On 6 July, the Royal Government issued sub-decree no. 096 to establish the Techo Startup Center (TSC) under the technical and financial support of the Ministry of Economy and Finance. This Center is tasked with assisting the Ministry in researching startups and an innovative economy. 

The Center will also provide services to support the development of startup businesses such as business registrations, licensing, and other consulting services. The organisation and functioning of the center will be defined by a Prakas from the Ministry of Economy and Finance.  

4. Ministry of Labour and Vocational Training Notification on the Provision of Subsidised Allowances to Suspended Employees in the Garment and Tourism Sectors (Round 9)  

On 6 July, the Ministry of Labour and Vocational Training confirmed that 3,536 suspended employees from 19 enterprises and factories of the garment and tourism sectors will receive a message from Wing Specialized Bank about the subsidised allowance. Employees can withdraw the allowance at any branch of the nearest Wing agents by bringing their Khmer ID card and phone number. There will be no service fee required for the withdrawal.   

5. Ministry of Labour and Vocational Training Notification on the Provision of Subsidised Allowances to Suspended Employees in the Garment Sector (Round 10)  

On 8 July, the Ministry of Labour and Vocational Training confirmed that 11,570 suspended employees from 14 enterprises and factories of the garment sector will receive a message from Wing Specialized Bank about the subsidised allowance. Employees can withdraw the allowance at any branch of the nearest Wing agents by bringing their Khmer ID card and phone number. There will be no service fee required for the withdrawal.   

6. Ministry of Labour and Vocational Training Notification on the Provision of Subsidised Allowances to Suspended Employees in the Garment and Tourism Sectors (Round 11)  

On 8 July, the Ministry of Labour and Vocational Training confirmed that 2,290 suspended employees from 24 enterprises and factories of the garment and tourism sectors will receive a message from Wing Specialized Bank about the subsidised allowance. Employees can withdraw the allowance at any branch of the nearest Wing agents by bringing their Khmer ID card and phone number. There will be no service fee required for the withdrawal.   

7.  Ministry of Labour and Vocational Training Notification on the Provision of Subsidised Allowances to Suspended Employees in the Garment and Tourism Sectors (Round 12) 

On 9 July, the Ministry of Labour and Vocational Training confirmed that 30,189 suspended employees from 96 enterprises and factories of the garment and tourism sectors will receive a message from Wing Specialized Bank about the subsidised allowance. Employees can withdraw the allowance at any branch of the nearest Wing agents by bringing their Khmer ID card and phone number. There will be no service fee required for the withdrawal.
