This week, Ms. Vosumtey Seng, Communications Officer at EuroCham, interviewed Samnangvathana Sor, Senior Consultant at DFDL Cambodia and Co-Chairwoman of the Healthcare Committee at EuroCham Cambodia, about her career journey, insights on Cambodia’s legal and healthcare sectors, and advice for young professionals.

Sumtey: Can you tell me about your career journey and what led you to your current roles at DFDL and EuroCham?

Ms. Samnangvathana: I grew up in a family that valued fairness and justice, but no one in my family was a lawyer. That inspired me to study law—I wanted to understand the legal system not just to protect my family but also to help others get access to justice.

After earning my bachelor’s degree in law in Cambodia and a master’s in international law in South Korea, I started my career as a legal officer at the Arbitration Council Foundation. My job was to support arbitrators in labor dispute cases, which gave me hands-on experience in legal arbitration.

In 2014, I joined DFDL Cambodia, where I still work today. Over the years, I’ve advised a wide range of clients on mergers and acquisitions, corporate compliance, market entry strategies, and employment law. I’ve worked in multiple industries, from tourism and hospitality to food, beverages, and education. But the sector I’ve been most deeply involved in—and found most interesting—is healthcare.

Helping businesses navigate Cambodia’s healthcare regulations, from market entry to complex legal issues involving pharmaceuticals, cosmetics, and medical devices, has given me valuable insight into the industry. That’s why I joined EuroCham’s healthcare committee, first as a member and later as co-chair. I wanted to contribute my expertise, advocate for businesses, and be part of the conversations shaping Cambodia’s healthcare landscape.

Sumtey: As a Senior Consultant at DFDL Cambodia, what trends or challenges do you observe in the legal and regulatory environment for businesses in Cambodia, especially in the healthcare industry?

Ms. Samnangvathana: The healthcare industry in Cambodia faces some unique challenges. One of the major challenges is regulatory uncertainty. Businesses often find it difficult to keep up with frequent changes in regulations and different interpretations from various competent authorities, as well as the lack of clear guidelines and difficulty in obtaining the correct and updated regulations.

Despite these challenges, Cambodia's legal and regulatory landscape has been evolving rapidly, especially recently. One of the key trends is the government's effort to enhance transparency and streamline operations to attract more foreign investment.

One key development is online business registration. The government has introduced a unified online system where businesses can register with multiple ministries, including the Ministry of Commerce and the General Department of Taxation, in one place. Second, CamPORS (Cambodia Pharmaceutical Online Registration System) – The Ministry of Health launched this digital platform to streamline the registration process for pharmaceuticals, cosmetics, health supplements, and medical devices. And third, more accessible regulations – Ministries are now publishing more information online, such as application forms for drug and food product registrations.

Recent updates in legal enforcement include an increase in regulatory inspections, with hospitals, clinics, and other healthcare providers facing more frequent checks. Authorities are also imposing stricter penalties, including fines, on businesses and professionals who fail to comply with regulations. Additionally, new regulations are being introduced to enhance consumer protection, safeguard patients' rights, and improve the overall quality of healthcare services.

These changes are positive steps toward a clearer and more stable business environment. But there’s still work to be done. Continued collaboration between the government and private sector will be key to overcoming challenges and ensuring Cambodia’s healthcare industry continues to grow.

Sumtey: With your experience in both consulting and healthcare advocacy, what advice would you give to young professionals looking to make an impact in Cambodia’s healthcare or legal sectors?

Ms. Samnangvathana: For young professionals who aspire to make a meaningful impact in Cambodia’s healthcare or legal sectors, I offer the following advice.

First, stay informed, as both the healthcare industry and the legal landscape are constantly evolving. It is essential to stay updated on the latest medical advancements, emerging technologies, and regulatory changes. Engaging in continuous learning through workshops, seminars, and advanced courses will help you remain knowledgeable and adaptable. Additionally, keeping up with new laws, regulations, and legal precedents will enhance your ability to provide well-informed legal advice and contribute effectively to your field.

Second, share your ideas, as the younger generation is full of innovation and potential. I encourage you to speak up and contribute your insights to improve the healthcare system. Whether these ideas stem from your studies in Cambodia or abroad, your fresh perspective can challenge outdated practices and inspire positive change. Instead of perceiving challenges as obstacles, view them as opportunities to propose innovative solutions.

Third, gain practical experience, as internships and volunteer work are invaluable for developing real-world expertise. These experiences will help you understand the practical aspects of Cambodia’s legal system and healthcare regulations. If an opportunity arises, seize it—whether it involves working with a professional law firm, an advocacy group, or a regulatory body. The hands-on experience you gain will be instrumental in shaping your career and making a meaningful impact in your chosen field.

Lastly, network with professionals: Building connections with experienced legal and healthcare professionals can open doors to mentorship and career opportunities. Attend industry events, join professional organizations, and engage with experts. For example, participating in EuroCham healthcare workshops can introduce you to professionals who can offer valuable insights and guidance.

Cambodia’s legal and healthcare landscapes are changing fast, and there’s a real opportunity for young professionals to contribute. Stay curious, proactive, and open to learning, and you’ll find ways to make an impact.

Sumtey: What advice would you give to someone starting their career and wanting to work in leadership roles like yours?

Ms. Samnangvathana: That is a great question! Here are a few pieces of advice I would offer, which closely align with my previous points.

First, embrace continuous learning, as the business world is constantly evolving. It is essential to remain curious and committed to expanding your knowledge. Whether through formal education, online courses, or staying updated on industry trends, continuous learning will help you stay ahead and adapt to changing circumstances.

Second, develop strong communication skills, as effective communication is a key component of leadership. In professional settings, people often share different ideas simultaneously, making it important to listen carefully and contribute your thoughts at the right moment. The ability to clearly articulate your vision, actively listen to others, and foster open dialogue will enable you to build strong relationships and lead effectively.

Third, build a strong network, as networking is invaluable at every stage of your career. Establishing connections with peers and industry professionals, attending events, and seeking opportunities to engage with experts will expand your knowledge and open new doors. Joining organizations such as EuroCham and the healthcare committee can provide an excellent platform to meet professionals, gain valuable insights, and build relationships that offer support, advice, and career opportunities.

Lastly, stay resilient, as leadership inevitably comes with challenges. You will encounter setbacks, but learning from them and continuing to push forward will set you apart. Resilience, self-improvement, and determination are essential qualities that will help you overcome obstacles and achieve long-term success.
