Call for Proposals | FAQ
We have received a number of questions relating to our Calls for Proposals issued on 4th February for one study into the agricultural and agro-processing sectors in Cambodia and one into Fast-Moving Consumer Goods and Luxury Goods in Cambodia. As such, we would like to take this opportunity to provide some further information and clarification relating to these two studies.
QUESTIONS RELATING TO BOTH STUDIES
Q: Can you please provide guidance as to the approximate budget for each study?
A: We suggest that prospective service providers offer bids from 8,000 USD to a maximum of 14,000 USD for one study.
Q: If we were to bid for both studies, would it be possible to agree upon a new schedule for implementation?
A: An extension of the timeframe up to 8 weeks could be discussed.
Q: Who is the final client and for which target audience should each be written?
A: The final clients are EuroCham Cambodia, BritCham Cambodia, and UKTI. The final reports will be the exclusive property of these three organizations.
The target audiences are:
1) European investors who may consider setting up a business within Cambodia relating to the agricultural, agro-processing, FMCG or luxury goods sectors.
2) Companies based in Europe who may seek to export to Cambodia to serve existing local companies and local consumers.
As such, each study needs to provide insight into both opportunities for exporting from Cambodia as a producer/manufacturer and opportunities for importing into Cambodia to serve companies already here.
To clarify, in each case the target audiences are companies based in Europe or owned and managed by Europeans within Cambodia. The report is not required to identify export opportunities to Europe specifically for Cambodian-owned companies, though naturally there will be some overlap.
STUDY ON AGRICULTURAL AND AGRO-PROCESSING SECTORS
Q: The scope of the study covers 20+ topics/markets and should include quantitative and qualitative data including samples at province/district/commune/village level representative of the entire country. Is 4 to 6 weeks therefore a realistic timeframe?
A: The study requires general market overviews of the four sub-sectors referenced in III.a of the Terms of Reference (‘Description of the assignment’). Whilst the research must include qualitative and quantitative data collection methodologies, we are not expecting extensive fieldwork nor deep analytical/statistical analysis. We envisage that data for each sub-sector be aggregated from readily available sources and supplemented by original research where the required information is not available. The aim of the report is to inform European companies about the current situation in each of the sectors and potential future trends in Cambodia rather than to provide comprehensive sets of primary data.
We will be happy to discuss with potential providers the proposed content of each sub-sectorial chapter and agree upon an appropriate methodology prior to acceptance of a proposal.
STUDY ON FAST-MOVING CONSUMER GOODS AND LUXURY GOODS
Q: Does the Call for Proposals request bids for one study into ‘FMCG and Luxury Goods’ or two studies into ‘FMCG’ and ‘Luxury Goods’. What criteria do you use to distinguish between the two categories?
A: The Call for Proposals is for one study into ‘FMCG and Luxury Goods’.
Distinctions between the two categories are to be defined by the bidder in the proposed methodology.
Q: The scope of the work is quite broad covering at least 7 markets (food, beverage, personal care, home care, consumer electronics, clothing & apparel, etc.). Do you require for each market chapter to include its own data collection, field study, data analysis, conclusions and recommendations?
A: Similar to our comments on the agricultural study above, we are not expecting extensive fieldwork nor deep analytical/statistical analysis. We envisage that data for each market be aggregated from readily available sources and supplemented by original research where the required information is not available.
We will be happy to discuss with potential providers the proposed content of each sub-sectorial chapter and agree upon an appropriate methodology prior to acceptance of a proposal.
We thank those who took the time to raise these questions and hope that this provides sufficient information to allow all interested parties the opportunity to submit your proposals. As a reminder, the deadline for proposals for each study is 6pm on Thursday 18th February.
