Pact is implementing a 5-year Women Entrepreneurs Act (WE Act) project, funded by The United States Agency for International Development (USAID) from August 2018 to August 2023. WE Act supports young women entrepreneurs in Cambodia's urban centers to realize their path toward empowerment and success as entrepreneurs and leaders in their communities. We believe that if women have access to the right information, skills, capital and social and business connections, and if they have the personal agency needed to take strategic action with those resources, they will be able to achieve their entrepreneurial goals and live the lives they choose. To achieve this ultimate goal, WE Act works in partnership with many diverse actors and stakeholders.


Pact is a nonprofit international development organization founded in 1971 in Washington DC, USA. Pact works in 40 countries to improve the lives of those who are challenged by poverty and marginalization. We serve these communities because we envision a world where everyone owns their future. To do this, we build systemic solutions in partnership with local organizations, businesses, and governments that create. sustainable and resilient communities where those we serve are heard, capable, and vibrant. Pact established a country office in Cambodia in October 1991 by signing a Memorandum of Understanding (MOU) with the Ministry of Foreign Affairs and International Cooperation to implement development activities. The current MoU will expire in December 2022.
