Job Description

EuroCham’s Background 

EuroCham Cambodia was founded in 2011 and has since grown to a membership of over 300, making it the largest international business association in Cambodia today. EuroCham offers a range of business services to companies who are interested in exploring investment opportunities in Cambodia, providing market research, technical information and practical advice on how to get started in this exciting Southeast Asian market. EuroCham Cambodia represents its members’ interests and concerns vis-à-vis the Royal Government of Cambodia and seeks to work alongside the authorities to create a more attractive investment environment for European companies, SMEs in particular. 

In addition, EuroCham Cambodia implements a European Union 5 year program to provide Support for European Business in South East Asian Markets (SEBSEAM). The SEBSEAM program aims to increase and diversify exports and investments of EU business to Cambodia and ensure EuroCham’s financial sustainability in the long term. Advocacy is one of the main pillars of the program, which EuroCham has successfully been implementing. Activities included: 

  • Creation and coordination of sector-specific and cross-sectorial Committees 

  • Launch of 3 editions of the EuroCham White Book, a set of trade and investment policy recommendation for consideration by the Royal Government.  

  • Cooperation with relevant government authorities (signature of MoUs, organisation of forums and participation in public-private dialogue / consultation) to secure responses to the White Book and to support ongoing efforts aiming at improving the ease of doing business in Cambodia. 

In this context, EuroCham is now looking for its new Advocacy Manager to lead the advocacy pillar of EuroCham and to continue to follow-up on the general implementation and reporting regarding the SEBSEAM/ICI+ grant. 

Reporting: The Advocacy Manager reports directly to the Executive Director.  

DESCRIPTION: 

ADVOCACY ACTIVITIES 

Working closely with the Executive Director and the 2 other main pillars of EuroCham (services and members), the Advocacy Manager will:  

  • Maintain and develop direct relationships with the Royal Government of Cambodia, the Cambodia Chamber of Commerce and other local industry associations 

  • Ensure EuroCham’s active participation in the Government Private Sector Forum (G-PSF) 

  • Promote additional venues of dialogue with relevant Government authorities 

  • Support and develop EuroCham Sectoral Committees and their activities; assist them in identifying, assessing, developing and advocating sector issues and related proposed solutions affecting European business and the entry of European SMEs 

  • Manage the Advocacy team to act as the secretariat for EuroCham Sectoral Committees, including coordinating meeting schedules, meeting minutes, presentations, external engagement, and elections 

  • Coordinate, draft and review position papers, clarification letters and the annual White Book to be used as a policy tool in discussions with the Royal Government 

  • Follow up on the White Book policy recommendations by seeking and/or tracking policy responses from the Royal Government 

  • Assist Committees in identifying, assessing, developing and advocating ASEAN market entry, cross-sector issues and contribute to regional publications, particularly with regard to EU-Cambodia concerns and in close cooperation with the EU-ASEAN Business Council 

  • Assist Committees in developing and managing special advocacy representations and events (forums, breakfast talks, seminars) 

  • Support the Events and Communication team in organising the Committees’ public events  

  • Conduct and use research projects and surveys, such as the Annual Business Survey, as policy tools to highlight the issues European businesses, meet and facilitate relevant discussions with respective Ministries 

  • Pursue partnerships and deeper cooperation with multilateral development organisations and local chambers of commerce and associations 

  • Lead the Advocacy team in promoting the adoption/implementation of structural reforms, that will improve the ease of doing business in Cambodia. 

  • Lead the creation of a database of laws and regulations 

  • Support the Director and Communications team to develop and review external communications and publications   

  • Assist in any other tasks that may be required by the Executive Director.  

 

Requirements

Skills/Qualifications:  

  • Master’s Degree or equivalent, preferably in law, business & government, or international relations. 

  • 5 to 7 years’ work experience in cooperation with the Government / policy formulation / advocacy work in Cambodia. 

  • Experience with the private sector and stakeholder engagement would be an asset. 

  • Experience in dealing with international or national/regional/local government organisations. 

  • Experience in supporting policy formulation through legal/legislative research, writing bills, and amendments to bills can be an asset. 

  • Strong networking and negotiation/advocacy skills in cooperating with government stakeholders and their staff. 

  • Excellent written and oral communication skills in English. Khmer language is an asset. 

  • Knowledge of additional European languages is an asset (particularly French). 

  • Experience in dealing with Development Partners and managing DP funding is a strong asset. 

  • Computer literacy, proficiency with MS Office programs.
