Due to the current lockdown situation, EuroCham and our speakers have decided to postpone the Online Launch of our Business Confidence Survey 2021 to a later date. We understand the situation and will keep everyone posted as early as possible as to when a new date will be announced.

About the (Postponed) Webinar

The 2021 Business Confidence Survey addresses the state of business confidence during a period of significant challenges, most notably the Covid-19 pandemic. Our survey results provide a comprehensive overview of current business sentiment, as perceived by our members.

On this special occasion, our event will be presided over by His Excellency Mr. SOK Chenda Sophea, Minister Attached to the Prime Minister and Secretary General of the Council for the Development of Cambodia.  His Excellency will comment on the survey results, and provide an update on the future initiatives the CDC has planned to promote FDI into Cambodia. 

There will also be a panel discussion on Cambodia's Economic Outlook, as well as the ease of doing business in the time of COVID-19. In this discussion, we will be joined by experts from the Royal Government, Development Partners, as well as the private sector.

His Excellency Mr. SOK Chenda Sophea, Minister Attached to the Prime Minister and Secretary General of the Council for the Development of Cambodia

H.E Mr. Sok Chenda Sophea is the Secretary General of the Council for the Development of Cambodia (CDC), the highest decision-making level of the Royal Government for private and public sector investment which is chaired by the Prime Minister of Cambodia and composed of senior ministers from related government agencies.

H. E. Mr. Sok Chenda Sophea is also a Vice-Chairman of the Supreme National Economic Council and previously held the position of Under Secretary of State of the Ministry of Tourism from 1993 to 1997.

Before joining the Royal Government of Cambodia, H. E. Mr. Sok Chenda Sophea was working for private companies in France where he graduated from the Faculty of Economic Sciences - Aix en Provence.

Living in Cambodia since 2001, Tassilo co-founded Southeastern Globe Communications, a regional media company based in the Kingdom with publications such as Southeastasiaglobe.com, Discover Cambodia, Focus Cambodia and since 2020, Focus - Ready for Tomorrow (Khmer).

He is also the founder of Brains Communication, a PR & marketing consultancy, and Hops Craft Brewery, both in Phnom Penh.

Tassilo has been leading the German Business Group in Cambodia (ADW) since 2010, and is co-founder of the European Chamber of Commerce in Cambodia, of which he became Chairman in 2020.

Christine Bowers is a development practitioner with more than 15 years of experience advising governments worldwide on investment climate and economic competitiveness issues to help them attract quality private sector investment.

She is Head of Project for the ARISE Regional Integration Support – Cambodia Trade Related Assistance program (ARISE Plus Cambodia), with €9.35 million in funds from the European Union and the German government (BMZ) and implemented by GIZ.

Prior to relocating to Phnom Penh in May 2019, Christine lived in London where she led Oxford Policy Management’s consulting work on business enabling environment reform. Previously, Christine also spent 10 years as a staff member of the World Bank/IFC Trade & Competitiveness global practice, implementing donor-funded advisory projects for economic ministries and revenue administrations in the Caucasus, Central Asia, Central America, the Pacific Islands and Southeast Asia, including an investment policy project in Cambodia.

Christine’s first career was in business consulting, working for The Coca-Cola Company and for Arthur Andersen Business Consulting. She holds a master’s degree in International Development and Economics, from the Johns Hopkins School of Advanced International Studies (SAIS).

Mr. Guillaume PERDON, Chief Executive Officer of BRED Bank Cambodia

Guillaume Perdon is the Chief Executive Officer of BRED Bank Cambodia and Regional Head of BRED Group in South-East Asia (Cambodia, Myanmar & Lao PDR), with over 20 years of banking experience.

Guillaume directed the founding of BRED Bank Cambodia in April 2016. He has overseen its expansion to include over 200 employees and seven branches since opening its doors in March 2017, with two more branches due to open by the end of 2020. His role as CEO follows similar experience in Laos on behalf of the BRED Group, where he oversaw the founding and expansion of its Banque Franco-Lao Ltd. from 2009 to 2016.

Prior to his time in Asia, Guillaume worked in West Africa as CEO, Chief Financial Officer and Risk Advisor of Orabank Guinea (previously UIBG) from 2003 to 2009. He graduated from Clermont-Ferrand Graduate School of Management in France. Outside of banking, Guillaume used to serve as the treasurer of EuroCham Cambodia until 2020 and was previously a board member of the European Chamber of Commerce in Laos from 2011 to 2016.

Thomas was manager of the Services Department at EuroCham Cambodia for 3 years, before taking on the role of Deputy Director. He manages the implementation of consulting projects across Cambodia and facilitates market entry of firms interested in the Kingdom. In particular, his projects have focused on trade & investment promotion, and private sector development for clients such as Swisscontact, Oxfam, GIZ, as well as several embassies and private corporations. ​

Prior to joining EuroCham, Thomas was a consultant at Emerging Markets Consulting (EMC), where his work included the development and implementation of project methodologies for both development partners and private sector companies, including Save the Children, Plan International, The World Bank, IFC and GIZ. ​

Before this, Thomas worked as a Business Management Scheme entrant for BT Group Plc, and prior to venturing into telecommunications, at Pfizer Pharmaceuticals as a Regulatory Strategist at the firms UK headquarters.
