Due to the recent community spread of Covid-19 and the announcement from Royal Government which prohibits the gathering of 20 people onward, EuroCham Cambodia would like to postpone our breakfast talk on “Labour Compliance: New Rules and Tools for Labour Inspection” to a later date.
The primary focus will be on the new self-declaration procedure to be implemented by the Ministry of Labor and Vocational Training from the beginning of 2021 and the introduction on the creation of joint inspection teams from various ministries, which is intended to ensure the proper compliance of the enterprises. This Breakfast Talk will not only come back to the latest changes in the employment regulation but will also help HR managers to be prepared for the future.
On top of that, there will be a panel discussion with H.E. Mr. OUK Chanthou, Director of Labour Inspection Department, Ministry of Labour and Vocational Training, as well as other experts in the area. H.E. Mr. OUK Chanthou, Director of Labor Inspection Department, Ministry of Labour and Vocational Training
H.E. Mr. OUK Chanthou is currently the Director of Labor Inspection Department of Ministry of Labor and Vocational Training. In this position, he is in charge of all work relating to labor inspection and some labor compliances that enterprises need to request from the Labor Inspection Department. H.E. Mr. OUK Chanthou is also a member of many task forces, including the Single Inspection Team and the Project Advisory Committee of the ILO Better Factories Cambodia (ILO BFC).
Mr. François SCHNOEBELEN, Director of Talent and Culture, Rosewood Phnom Penh
Francois Schnoebelen is Director of talent and Culture for Rosewood Phnom Penh, in the hotel industry, one of the hardest hit industry in the country. In this crisis, he has analysed the risks and explored the opportunities. He subsequently implemented solutions that fit Rosewood reality.
He has an extensive career as HR practitioner in various countries and having managed sizable administration teams in various industries: Telecom, IT, Garment, Ministry of Finance, Transport, and Hospitality in 15 countries.
Since arriving in Cambodia, he has been Secretary General of JLC and Director of Social Compliance in the Garment Industry covering 5 countries for LIDL buyers. He has also launched a regional Consulting Agency (Level Up Consultants) in Management and Executive Recruitment.
Dr. Antoine Fontaine, Founding Partner of Bun & Associates
Antoine is one of the founding partners of Bun & Associates. He is the Practice Leader of the Labor, Insurance, Tax and Healthcare practice groups. Antoine has worked in Cambodia for over two decades. He is appointed Avocat-Conseil of the French Embassy in Cambodia, and is a former Chairman of the French Chamber of Commerce and Industry in Cambodia and of the French Foreign Trade Advisers Cambodian Committee. He advises multinational companies, factories, International Organizations, Embassies, the Ministry of Economy and Finance, the Ministry of Health and the Ministry of Labor and Vocational Training. Antoine is admitted to the Paris Bar and is fluent in French and English and conversant in Khmer. Antoine has been consistently ranked as a leading lawyer in Cambodia by IFLR 1000, Asialaw, Legal 500 and Chambers & Partners.
Moderator - Mr. YOK Settha, EuroCham HR Committee Chairman & Human Resources Director, Thalias Hospitality Group
Mr. Yok Settha joined Thalias Hospitality Group as HR Director in 2015 and was elected as Chairman of Eurocham HR committee in 2019. He has extensive experience in training and human resources in higher education, banking and hospitality industry. In 2011, he worked in Human Resources & Training at Vattanac Bank and moved to Hospitality Industry in 2013 which he was appointed as HR Manager of Thansur Bokor Highland Resort.
After graduation with MBA from the French-Vietnamese Center for Management Education in 2004, he had worked for 7 years in the private higher education institutions as Lecturer, Head of Academic Affairs and External Assessor of higher education institutions, trained by Asia-Pacific Quality Network-APQN.
