Mr. Bunsom Ly - Deputy Secretary General and Director of the Accounting Department of the National Bank of Cambodia

Mr. Bunsom Ly is the Deputy Secretary General and Director of the Accounting Department of the National Bank of Cambodia. He oversees the general accounting function, which includes reconciliation, financial reporting, balance sheet management, and accounting related matter with branches. He is accountable for preparing financial statement of the bank in accordance with NBC Law; ensuring policies and procedures are in place to provide reasonable assurance that the bank's assets are protected; and overseeing with other departments to conduct Business Contingency Plan.  

Before joining the Accounting Department, Ly was the Deputy Director of the Exchange Management Department where he was in charged of various functions of the Reserve Management from Front Office, Middle Office to the Back Office. He was with the team for about 11 years. Ly earned a master degree in Accounting and Finance from University of Adelaide, Australia in 2008 and he is the member of the Association of Chartered Certified Accountants, ACCA and become the ACCA Fellowship in 2018.    

Mr. Ou Phannarith - Director of Information and Communications Technology (ICT) Security of Ministry of Post and Telecommunications (MPTC)

Mr. Ou Phannarith is the Director of Information and Communications Technology (ICT) Security of Ministry of Post and Telecommunications (MPTC) of Cambodia. He is the former Head of the National Cambodia Computer Emergency Response Team (CamCERT). He had been involved in the development of Cybersecurity, ICTs and related regulations in Cambodia for the last 13 years.   

Mr. OU Phannarith is one of the well-known cybersecurity experts in Cambodia and the region. He has been invited to present in global conferences, forums, and seminars and he was awarded in Information Security Leadership Achievements (ISLA) in 2016 by (ISC)2 and in December 2012 as one of the top 10 Chief Information Security Officers (CISO) in ASEAN by the International Data Group (IDG). Mr. OU has been the research fellow at Center for Inclusive Digital Economy, Asian Vision Institution (AVI) and the visiting professor at Kirirom Institute of Technology (KIT) specializing in Cybersecurity. He is also the founder of the first cybersecurity awareness website (www.secudemy.com) and also the founder of Cyber Youth Cambodia, the community dedicate to the Youth who are willing to engage Cybersecurity as a career.

Matthew is an experienced global entrepreneur, TMT investment banker, hedge fund analyst and advisor, with extensive knowledge in both developed and emerging markets, especially in Myanmar and Cambodia where he has resided for the past eight years. His 18 years of experience spans across a myriad of industries, including telecommunications, media, mobile payments, retail, real estate, and agriculture.

He is a Magna Cum Laude alumni of Babson College in the USA, with a Major in Entrepreneurship and Investments, and graduated with an MBA from INSEAD in 2004.

As the CEO of Clik, Matthew aims to provide businesses with consumer insights beyond what is available online. By bridging the gap between merchants and their customers, Clik enables them to create a personalized consumer experience and simultaneously providing a seamless payment platform.

Saj joined Amret in June 2019 to lead Amret’s digital transformation program with focus on growth, productivity, and governance. 

Saj has 20 years of technology experience and spent 17 years with GE Capital in various digital leadership roles. Prior to joining Amret, Saj worked as a consultant in the UK delivering business growth and digital transformation programs for several private and public sector organizations. 

Saj holds a BSc in Business and Management, MSc in Computer Science, Executive MBA and currently completing a part time Doctorate thesis at University of Bradford, UK.

Mr. Heng Chantha is the Director of Operation Group at Phnom Penh Commercial Bank (PPCBank), one of the most innovative and fast growing commercial banks in Cambodia.

He has 13 years of banking experiences in Cambodia covering Deposits, Lending, Operations, Credit, Risk and Compliance with local, regional and international banks.

He has spent 7 years working with ANZ Royal with his last position as Head of Retail Risk. He then moved to Canadia Bank as Head of Risk and Compliance for over 3 years. Right before joining PPCBank in mid 2018, he has worked for Maybank (Cambodia) with his last position as the Head of Community Financial Services.

Mr. Heng was born in Cambodia and was raised in Melbourne, Australia. He obtained his BA degree from RMIT University, Australia.

Christopher McCarthy is CEO of MangoTango Asia, a growth agency that uses creativity and digital technology to make experiences that drive change and build value.

Chris has been working in Southeast Asia since 2012, helping companies with digital transformation and creative technology solutions for media and marketing. He has held leadership roles for digital strategy at Ogilvy, Omnicom digital groups, and leading ad tech firms.

As Chair of the EuroCham ICT Committee in Cambodia, he consults with the Royal Government of Cambodia on eCommerce and technology legislation; and he has lectured on digital strategy at UC Berkeley, NYU, Princeton University, and the National University of Singapore.
