On 5 March 2020, EuroCham is hosting a breakfast talk on Transfer Pricing Audit at Raffles Hotel Le Royal.
This breakfast talk is targeted at companies in Cambodia that have cross border, related party, transactions. Besides focusing on the application of Prakas 986 to your company’s related party transactions, and the associated compliance disclosure requirements, the seminar will also focus on the latest transfer pricing audit trends that we are seeing from the GDT.
At the end of the presentation there will be a panel of experts comprising of the leading tax professionals in Cambodia , then the event will conclude with an interactive Q&A session between the speakers and the participants. There will also be a generous spread of breakfast buffet and coffee before the event.

Mr. Brendan James Lalor - Director of Transfer Pricing Services, Ernst & Young
Brendan has many years of Transfer Pricing (TP) and tax structuring experience gained from working in a number of developed and developing markets. Brendan has extensive TP planning, compliance, audit defense and advanced pricing agreement experience from assisting clients across multiple industries. Brendan also has revenue authority TP compliance experience (Australia).
Moderator - Mr. Py Borapyn - Partner & Deputy Head of Cambodia Tax Practice, DFDL
Borapyn Py is a Partner and the Deputy Head of the Cambodia Tax Practice. He has more than ten years’ experience as a tax adviser in Cambodia and Thailand, including working in tax advisory, tax compliance and transfer pricing “Big Four” accounting firms. Pyn specializes in corporate taxes, expatriate taxes and tax audits and disputes. He speaks Khmer and English.
Mr. Traing Lay - Chief of Bureau, Department of Enterprise Audit, General Department of Taxation
Mr. Traing Lay is currently the chief of APA and Transfer Pricing Bureau of Department of Enterprise Audit. His role involves supervising transfer pricing risk assessment and audit, as well as providing input on transfer pricing regulations. He has dealt with a number of transfer pricing cases.
Mr. Traing has been working for the General Department of Taxation since 2008. He began his career with GDT collecting tax arrears before becoming part of the audit team of the Department of Large Taxpayers in 2011. He was transferred to the Department of Enterprise Audit in 2013.
Mr. Kieron John Gaffney - Associate Director of Tax and Corporate Services, KPMG
Kieron John Gaffney is a UK trained Tax Advisor, with extensive experience in multiple jurisdiction. Kieron joined KPMG in Cambodia at the beginning of 2018 to further compliment the firm’s International Tax & Transfer Pricing service offering. Kieron specializes in cross border tax structuring and transactions, with a particular emphasis on transfer pricing, profit repatriation, permanent establishment risk and the impact of global initiatives by the OECD. Kieron is a member of the Chartered Institute of Taxation in the UK and the Association of Certified Chartered Accountants.
